RESOLUTION NO. 2018-02
A RESOLUTION AUTHORIZING A TRAILS AND OPEN SPACE ADVISORY COMMITTEE FOR THE TOWN OF SILVER CITY
Sponsored by Mayor Ken Ladner and Councilor Jose A. Ray, Jr.
WHEREAS, It has been determined by the Town Council of the Town of Silver City that it is in the best interest of our citizens to continue trails and open space management in the most efficient, effective and optimal manner possible; and
WHEREAS, The Town understands its responsibility to make every effort possible to preserve our environment, protect our natural resources and provide a safe place for our citizens and visitors to enjoy the outdoors; and
WHEREAS, The Town of Silver City currently has in excess of 300 acres of trails and open space; and
WHEREAS, The citizens of the Town have expressed a need for more recreational opportunities during the development of the 2017 Comprehensive Plan; and
WHEREAS, Well maintained and functional trail and open space attract visitors to the Town of Silver City; and
WHEREAS, The Town acknowledges the importance of obtaining community participation in determining what efforts the Town will make towards trails and open space management.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Silver City that:
1. A Trails and Open Space Advisory Committee be formed consisting of seven (7) people acting in a voluntary capacity. At least five (5) of the volunteers shall be Silver City residents or owners of businesses located in Silver City. Initial appointments will be for three one-year terms, and four two-year terms. Thereafter, all appointments shall be two-year terms. Appointees are eligible for reappointment. The appointee to fill a vacancy in any term will be for the unexpired portion thereof.
2. The Committee members will be appointed by the Mayor, with consensus of the Council. A Committee chairperson will be chosen by the Committee members at their initial meeting. The chairperson will also serve as a liaison between the Town Staff and the public.
3. The Committee will advise the Mayor and Town Council on all aspects of trails and open space management, including but not limited to:
A. evaluating and enhancing existing trails and open space;
B. developing and implementing educational programs;
C. serving as a source for ideas, new concepts, suggestions and innovations in trail maintenance.
