The City of Bayard Council meeting began at 2:05 pm after a work session that was approximately 50 minutes long. All councilors attended as well as Mayor Charles Kelly.

During the work session Clerk Kristina Ortiz explained the miscellaneous agenda items. The 2018 budget item adjustments were those needed to account for the differences in interest on certificates of deposit based on June 30. The notice of intent for the 2017 Uniform Traffic Ordinance Update as approved in the New Mexico Legislative Session referred to the state ordinance regarding off-road vehicles on highways. While Bayard does not have such an ordinance or resolution at this time for such vehicles, the state ruled that under certain circumstances off-road vehicles may be permitted on roads, and that it is up to each jurisdiction to make any further clarifications.

Councilor Raul Villanueva commented that neither Bayard nor Grant County made a decision on such an ordinance at the local level. Ortiz reminded the Councilors that the reason for this item was to make sure the correct numbering appears in the traffic code and that new sections are added to reflect changes at the state level.

There was some discussion of minor paving projects on Yucca Street and Stewart Street, both of which may be done by the street department, however the Franey Street repaving project will be quoted by Southwest Concrete due to its size and the resources needed to make the repair.

The official meeting continued with no discussion needed on any items. No residents chose to use the allotted public input time.

The next meeting for the City Council of the City of Bayard happens Tuesday October 10, 2017 at 2:00 pm following a short work session. The public is invited to attend.
