The Regular Meeting of the Cobre Consolidated School District Board of Education began on Monday September 11, 2017, following an executive session which lasted approximately one hour.

Regina Gaysina of RBC Capital Markets LLC presented to the Board first. Gaysina explained when the bonds’ funds will be available for the school district. The bonds have a fifteen-year maturity rate and the funds will be available December 1, 2017.

Next Jean Humphrey asked that the facilities at San Lorenzo be used for the Good News Club. This is like the Friendship Clubs found at other schools and is a non-denominational Christian club that is run by trained facilitators who have passed background checks.

Parents are required to sign a permission form for children to participate. No transportation is provided. While school is in session, the group meets Wednesdays from 3:15 to 4:15 in the gymnasium. Board Member Gilbert Guadiana asked if this type of event is a violation of separation of church and state. Superintendent Robert Mendoza explained it is an allowable function since parental permission is required and they meet after school hours. Mendoza also said the school itself is a public facility. Secretary Frank Gomez commented that the Friendship Clubs have shown to be an asset to their respective communities. Guadiana said he wanted to make sure there was a policy in place enumerating the process of having outside groups use the facility.

First Savings Bank presented their Cobre Highs School debit card program. The program allows bank members to carry a Cobre High School branded debit card that donates a small percentage to the school district each time it is used. The board agreed to the card program.

The board also agreed to the use of facilities at San Lorenzo Elementary by the Mimbres Valley Health Action League during the Harvest Festival.

Associate Superintendent Jose Carrillo informed the board of the upcoming Public Education Department visitation. They will address expectations for this school year. Carrillo explained the current school letter grades as issued by the state and briefly discussed how the grades are given. This information is available to teachers, and to parents through parent-teacher conferences.

Before closing Mendoza gave his report, noting that donations have increased this year. President Ralph Sepulveda asked that fundraisers be required to post their prices ahead of time, specifically burrito sales.

The Audit and Financial Report are on the agenda for the next meeting, which happens Wednesday, September 27, 2017.
