The Village of Santa Clara Regular Meeting took place Thursday, September 28, 2017 in the Village Hall. Trustees Victor Arambula, Olga Amador, and Richard Esparza attended, as well as Mayor Richard Bauch.

Bauch asked that New Business be moved to after the Ordinances portion of the agenda.

He reported Santa Clara received a grant for $750,000 to complete the sidewalk and traffic light project. Santa Clara was one of only two recipients to win the full grant. Bauch thanked Sheila Hudman for her outstanding service in helping receive the award.

Bauch also reported meeting with Stream Dynamics about the water problems in town. He previously met with the New Mexico Corps of Engineers and wanted to entertain alternate solutions.

For old business, Richard Maynes from Occam Engineering presented project updates including water projects, a solar project, and safety gates. The review of the Lease Agreement of office space at the Armory was tabled until the revised form has been accepted by the state.

Trustees reviewed a Resolution adopting an Infrastructure Capital Improvement Plan as well as a Budget Adjustment to allow for the HVAC replacement at the Police Department and the Support and Recommendation for the partnership with New Energy Economy, Inc. All resolutions passed unanimously.

Trustees also approved an Ordinance Granting a Telecommunications Franchise to WNM Communications. This is the first step in partnering with WNM Communications to allow for a competitive alternative to the current internet service providers.

Addressing new business, Trustees accepted a quote from J and S Plumbing to replace the HVAC units. Elizabeth Flores spoke to the Trustees about the Boulder Street Creek Crossing. Now that the road is open Flores is concerned about speeding. Bauch replied that the road is open to allow for accessibility during the utility construction nearby and the road may not remain open indefinitely. Ronald Ricks brought up concerns about speeding and general safety on the South East Street Alley. Ricks requested speed bumps to help slow traffic. Trustees agreed to install the bumps and add a speed limit sign.

In final actions, the Trustees awarded Johnny Tafoya and Nathen Chavez raises for their certification to operate the pool at the splash park. The three year certifications were verified with the state.

Bauch announced the next Regular Meeting of the Village of Santa Clara for Thursday, October 12, 2017 at 3:00 pm at the Village of Santa Clara Village Hall located at 105 N. Bayard Street.
