The CIty of Bayard Council Meeting on April 23, 2018 began at 2 p.m. after a work session that was approximately 30 minutes long. Councilors Zeke Santa Maria and Adrian Ortiz attended as well as Mayor Pro Tem Raul Villanueva and Mayor Chon Fierro.

There was no public input, so council moved directly to the consent agenda. In addition to regular monthly reports from the different departments in the municipality, council approved the attendance of Judge Jose Sandoval and alternate Judge Jose Diaz to the Municipal Judges’ Conference in Albuquerque. Approval was also granted for Robert Terrazas and maintenance staff to attend Wastewater Training in Ruidoso and for Kristina Ortiz to attend the Colonias Project Hearing in Las Cruces. Council also accepted the resignation of Nicholas Rosales from the Police Department.

In miscellaneous business, council approved a new business at 204 Central Avenue. Resident Steve Delgado will have an ice station and car wash at the site. There will be three manual bays for washing cars in addition to an automatic one, with a vacuum station at the back of the lot.

Trumm Engineering was then confirmed as receiving the contract for the dewatering project. Earlier in the month the award for their proposal was granted. However ,state procedure required an interview be part of the overall process.

Council also approved hiring Hector Arzate as the full time Animal Control and Code Enforcement officer upon successful completion of his pre-employment exams. Rafael Parra completed his introductory period and will receive a wage increase.

Villanueva asked for follow-up at the baseball field as Bayard will host the district All Star game. He also asked for clarification about the renaming of the field, and that item that will be on next month’s agenda according to Ortiz.

Santa Maria asked if the municipality could adopt an ordinance to keep people from flying flags that were torn or faded. Police Chief Willy Kerin said the Honor Guard is checking on the particulars for addressing flag issues.

Fierro continues to work to get Christmas lights on the poles and will meet with PNM soon to get more information.

The next meeting for the City of Bayard Council happens Monday, May 14, 2018 at 2 p.m. following a short work session. The public is invited to attend.
