At the regular meeting of the Village of Santa Clara Trustee meeting Thursday September 12, 2019, the Trustees unanimously passed Resolution 2019-21 A Resolution of the Village of Santa Clara Entering into a 99-Year Lease with the State of New Mexico Facility Management Division of the General Services Department.

With this lease, the Village can now sub-lease space to other users and host events at the historic site. Total Building Square Footage is 70.051 square feet. and includes 7 buildings to start with. Total Acreage of the Grounds will be 35.45 acres. The Village of Santa Clara will now be able to Preserve, Protect, and Revitalize the leased portions of Fort Bayard. Mayor Richard Bauch commented that this will bring good things to Santa Clara as well as Fort Bayard. He has long been an advocate for saving the historic site from further deterioration. He thanked Sheila Hudman, Village Clerk, for her tireless work on the prior drafts leading to this final one. The signed resolution along with this meetings’ minutes will be sent to GSA who will put their stamp of approval on it and then forward to the New Mexico Department of Finance.

In other business, Resolution 2019-28 Entering into a Grant Agreement with Keep New Mexico True Clean and Beautiful was tabled as the Grant agreement has not been received by the Village at this time. Resolution 2019-30 Participation in local Government Transportation Project Fund Hardship Match Wavier Program Administered by New Mexico Department of Transportation was approved. This is to ask for a waiver of the $41,800.00 portion the village would need to match for the Maple Street Bridge Rehabilitation concrete overlay and other improvements.

In the Mayor’s report, a three-quarter-ton 4x4 and a half-ton 4x4 pickup trucks will be arriving soon. This will complete the Village fleet replacement. The design phase of the Village Trails Project is in the works. This will provide a 10 foot wide, asphalt multi-use trail from Maple Street along Hwy. 180 to Bayard city limits. The trail will have lighting and be off the highway a safe distance. Construction would begin October 2020.

The second regular meeting of the month will be held Thursday September 26, 2019 at 6 p.m.
