Washington, DC (September 6, 2017) Congressman Steve Pearce today led a Subcommittee on Terrorism and Illicit Finance hearing entitled “Low Cost, High Impact: Combatting the Financing of Lone-Wolf and Small-Scale Terrorist Attacks” to examine funding mechanisms used to coordinate low-scale attacks.

“Efforts to combat terrorist financing have traditionally focused on large scale funding sources; however, small-scale and lone-wolf style attacks have become more common and require significantly less funding. As foreign terrorist organizations suffer military defeats and become less capable of pulling off complex, largescale attacks, many have embraced providing support – financial and otherwise – to individuals and small terror cells.

These decentralized tactics allow acts of terrorism to be carried out with little coordination and limited financial assistance,” stated Rep. Pearce. “As we move forward, it is important to examine how lone wolves and small cells are financing their operations when considering effective counter-terrorist financing efforts. I thank the witnesses who joined us today to shed light on new, innovative tactics to defend our nation from this ever-evolving threat.”
