* WIND...West to southwest 20 to 30 mph with gusts 40 to 50 mph.

* HUMIDITY...7 to 14 percent.

* HIGHEST THREAT...Hidalgo, Luna, Dona Ana, El Paso, Hudspeth
Sierra, Otero and the southern Grant county lowlands.

* IMPACTS...any fires that develop will likely spread rapidly.
