REGIONAL WASTEWATER SYSTEM – USER CHARGE SYSTEM FOR COLONIAS DEWATERING SYSTEM GRANT/LOAN PROJECT

AN ORDINANCE ESTABLISHING A USER FEE AMOUNT FOR THE REPAYMENT OF THE COLONIAS INFRASTRUCTURE DEWATERING SYSTEM PROJECT.

The City of Bayard for the Regional Wastewater System has applied to the Colonias Infrastructure Program for the funding of a grant/loan program for completion of a Wastewater Dewatering System Project. The Colonias Program requires that Readiness to Proceed items be completed prior to grant/loan closing.

The City of Bayard is required to secure a letter of consent to secure additional debt from New Mexico Environment Department (NMED). In order to receive the authorization by NMED user rates must be increased for the amount of $97,331.30. Annual debt payments shall be $4,866.57 for a total of 20 years at 0% interest. The rates shall be distributed using the percentages established within Ordinance 4-2018 and shall be added to the most current user rate schedule.

Bayard 41% - $39,905.83/20 years; 12 months = $166.27
Santa Clara 29% - $28,226.08/20 years; 12 months = $117.61
Ft. Bayard New Hospital - $1,946.63/20 years; 12 months = $8.11
Hurley 23% - $22,386.20/20 years; 12 months = $93.28
Grant County (N. Hurley) - $4,866.57/20 years; 12 months = $20.28

 User rates shall begin one year prior to the first annual payment due date set by New Mexico Finance Authority.

Monthly rates shall be charged to participating entities as a separate line item on the Regional Wastewater System Billing Invoices.
