The New Mexico Energy, Minerals and Natural Resources Department, Mining and Minerals Division (MMD) will hold a public hearing on Freeport-McMoRan's application to revise and update the reclamation plan for the Chino Mine. The application includes changes to reclamation designs and water treatment plans, as well as the addition of a new waste rock stockpile.
The reclamation plan, also called the Closure Closeout Plan, is updated every five years as required by the New Mexico Mining Act. It outlines how Freeport will clean up and reclaim the mine site, including how it will manage and treat thousands of acre-feet of contaminated water after closure.
A key part of the plan is financial assurance tied to the permit. Based on estimated reclamation costs, financial assurance ensures funds are available if the operator can't complete the work, such as in the event of bankruptcy. Accurate cost estimates and sufficient financial assurance are essential to protecting communities, water supplies, and the environment over the long term.
The public hearing is an opportunity for the public to learn about the proposed revisions and provide public comment on the updates.
