As many of you know, Silver Consolidated Schools has been planning discussions regarding the potential consolidation of elementary schools, as outlined in our Facilities Master Plan (FMP). Initially, I intended to begin committee meetings and broader community discussions in early 2024. However, our timeline has been adjusted due to a critical funding opportunity that will allow us to make well-informed, data-driven decisions.
In December 2024, I applied for and the school received grant funding from the Public School Facilities Authority (PSFA) for a Feasibility Study. This study is essential in ensuring that any decision we make regarding school consolidation is based on a comprehensive analysis of district needs, building capacity, educational standards, and community impact.
The PSFA approved the Memorandum of Understanding (MOU) for this process last week, allowing us to move forward in obtaining a formal quote. We have now secured a contract with Capital AE to begin the Feasibility Study and Boundary Study, which will evaluate consolidation scenarios, assess the best options for facilities use, and guide us in determining the most strategic path forward. The study will explore multiple consolidation scenarios, including options for closing or repurposing buildings, adjusting attendance boundaries, and reconfiguring grade levels. It will also conduct a site analysis to determine if certain schools can accommodate more students and identify any necessary facility modifications or expansions. If school closures occur, the study will offer recommendations for repurposing those buildings for district or other entity needs.
Another key component is the boundary study, which will assess student enrollment and geographic distribution using GIS mapping to develop new attendance zone scenarios. The study will ensure any changes are made equitably and legally while maintaining balanced student populations across the district. Additionally, a utilization and capacity analysis will evaluate current and future enrollment to determine whether existing facilities can adequately support consolidation. This will include a review of available classroom space, cafeteria capacity, and pupil-teacher ratios to ensure optimal learning environments.
The study will also provide recommendations, if needed, for building modifications and capital improvements to accommodate potential school mergers, such as remodeling classrooms, expanding cafeterias, or addressing deferred maintenance needs. Throughout the process, there will be opportunities for stakeholder engagement, including up to four committee meetings where findings will be shared, and community input will be gathered. The feasibility study will help shape final recommendations before they are presented to the Board for approval. As you can see, this information would be incredibly beneficial before making final decisions before moving forward. We know that we have declining enrollment and we have to make tough decisions. I believe the recommendations from the Facilities Master Plan Committee are right on target for addressing our school facilities. But, I also want to make sure that we don't rush to make a good decision with bad outcomes due to a lack of information, planning and forethought. If we start meeting immediately, I don't want us to have to double back once more information regarding our options comes to fruition.

This process ensures we approach consolidation responsibly, with the necessary data and input from stakeholders before making final recommendations. I appreciate the district and community's patience and engagement as we take these critical steps toward improving our schools for future generations.
