The town of Bayard held a special meeting March 27, 2025. Attendance included Mayor John L. Ojinaga, Pro Tem Eloy Medina and Councilors, Frances Gonzales, Eloy Gonzales and Gilbert Ortiz. Martha Salas, city clerk, also attended.
New business
The council approved the ICIP (infrastructure capital improvement plan). Salas said this had been necessary to apply for funding assistance to the New Mexico Interstate Stream Commission (NMISC) for funding from the New Mexico Unit Fund. It will be to do an asset management plan for the water system and PER (preliminary engineering report) for water system improvements.
Frances Gonzales asked about funding for the wastewater system.
"Not this one," Priscilla Lucero, Southwest New Mexico Council of Governments director, said. This application would only be to the New Mexico Unit Fund, and they only will look at planning and design for the regional water system. The construction one will be June or July 2025.
Resolutions
The council approved resolution no. 6-2025 authorizing the filing on an application for funding assistance from NMISC.
The council approved resolution no. 7-2025 to apply to New Mexico True Destination Forward Grant for the Union Hall (Mine Mill). In the future it will be referred to as the Mine Mill.
The next regular meeting will be changed from April 16, 2025, to April 23, 2025, due to the clerk and deputy clerk attending clerk school.
