On October 24, 2024, the commission held a regular meeting at the city annex building.

Raymond De La Vega, Stantec project manager, had an update on the project. They will be working on the basis of design report and laying out the alignment.

The survey has been almost completed except two small segments. They should have that from their department next week. The engineers have continued to work on the EPS model. That would be the extended period simulation about the chlorine residual water age. They need two more components that they expect to have from John Shoemaker the following week. Stantec has also been compiling historical well data on some of the wells at Santa Clara and Hurley.

Stantec has been setting up the tank locations and identified a south and central location and some potential options for US 180 that would serve Rosedale Water Association and Arenas Valley Water Association. They have been looking for the best elevation for pressure to serve the two water associations. De La Vega had slides to show proposed locations. Another location on highway 152 and 180 the elevation would work. They will be speaking to the owner of the property. It had also been identified as a future administration building. Some other locations have been identified and they will be looking for the best price but also an elevation that will work for the tank. De La Vega spoke to an area around the tri city landfill that might be a good location. The question of stability for the tanks would have to be addressed at a few locations identified by De La Vega.

In the near future Stantec will be conducting meetings with all the water operators to have their feedback.

Steven Parker, engineer Stantec, joined the meeting online and said he had been aware of some of the location problems for the tanks on some of the identified possible locations and they have been addressing those concerns. He wanted to reiterate that where ever they choose an extensive Geotech analysis would be done to make sure they would not have any problems. He did thank the commission for making them aware of anything that could present problems.

Maya Clifford, ISC (New Mexico Interstate Stream Commission), joined the meeting online and spoke to some funding information what had to take place by the end of the year. She outlined the process needed and what to do such as a letter and resolution. Any proposal brought before ISC will have to have proof of ownership or owner access to any property used. They hope to have the application process for planning and designing ready in November 2024

Richard Maynes, Stantec, asked exactly what ISC would be looking for with the agreements on easements. Clifford gave him some examples of what ISC had required on past situations. It could be a specific easement, deed, access agreement, temporary license, etc.

Priscilla Lucero, Southwest New Mexico Council of Governments, said they would be doing a presentation to the ISC in December.

Indira Aguirre, Rural Community Assistance Corporation, attended to introduce herself. She has been working with Hanover to help them get aligned and have all the documentation they need. She requested some information from Santa Clara and Bayard. She needed the emergency line plan, as built plan and construction plan. She wants Hanover to have all the information to know where all the lines run and their system. She offered her assistance to anyone in the area needing it.

Sheila Hudman, Santa Clara village administrator, said she had a concern that the walking path they have would be damaged with the project and De La Vega said they would try to work around it, but if something happened the right intention would be to put it back.
