User-friendly website offers program information and applications at: CleanEnergy.nm.gov

Santa Fe, NM – Today, the Energy, Minerals, and Natural Resources Department launches its Home Electrification and Appliance Rebate program.

This initiative, backed by $43 million in funding from the U.S. Department of Energy, aims to advance clean energy adoption across New Mexico. The Home Electrification and Appliance (HEAR) program offers rebates to help low-income New Mexico residents—homeowners and renters alike—seeking to upgrade their homes with energy-efficient technologies, including insulation, heat pumps, and Energy Star-certified appliances.

Eligible participants can receive up to $14,000 in rebates per household, significantly reducing the financial barrier to making energy-efficiency upgrades.

"New Mexico is the first state to enable residents to get home-energy efficiency rebates at the point of sale, reflecting our ongoing commitment to leading on the clean energy transition," said New Mexico Gov. Michelle Lujan Grisham. "These rebates are available to low-income residents, ensuring that all of our citizens can participate in this transition."

Beginning today, New Mexico residents can visit the website CleanEnergy.nm.gov to determine their eligibility for the rebates. Those deemed eligible, based on income, will receive coupons that can be redeemed for rebates when purchasing qualified products. New Mexico is the first state to enable its residents to secure rebates at the point of purchase.

"The HEAR program will accelerate New Mexico's journey to a clean-energy future, helping to fulfill a goal established at the beginning of Governor Michelle Lujan Grisham's administration," said EMNRD Secretary-Designate Melanie Kenderdine. "We are especially proud that this program will help many New Mexicans who might not otherwise be able to afford to participate in the clean energy transition."

New Mexico's HEAR program will roll out in phases, starting with rebates for self-installed insulation projects. Additional products and contractor-installed projects will be introduced in the coming months.
"Our new website, CleanEnergy.nm.gov, will streamline the rebate and tax incentive application process, helping New Mexicans save money and improve their homes," said Rebecca "Puck" Stair, director of EMNRD's Energy Conservation Management Division, which administers the HEAR program. "Residents can quickly check their eligibility by entering their zip code."

Key Program Details:

Eligibility: New Mexico residents earning below 80% of the Area Median Income (AMI) or participating in specific benefit programs qualify. Full details on income limits and program specifics are available at CleanEnergy.nm.gov.

Scope of Rebates: Rebates will cover various energy-efficient upgrades, including air sealing, insulation, ventilation, heat pumps, heat pump water heaters, and electrical upgrades such as wiring and load service centers. The program is launching in phases, beginning with self-installed insulation on September 3, with other products to follow this fall.

Application Process: Applications are now open online at CleanEnergy.nm.gov. The process includes verifying eligibility and, when relevant, providing documentation of purchases/installations by authorized contractors.

Maximum Rebate: Households can receive up to $14,000 in rebates through the HEAR Program. Note that different rebates cannot be combined for the same energy-saving measure. However, energy saving measures can be taken separately—with separate rebates applied—until an individual reaches the $14,000 limit.

Contractor Participation: Contractors must be certified through the EMNRD's Energy Conservation and Management Division (ECAM) and the New Mexico Construction Industries Division. Training and certification details will be available through ECAM. Interested contractors can learn more and register at CleanEnergy.nm.gov.
