Chaves County, NM-On November 9, 2025, at approximately 11:30 a.m., New Mexico State Police officers proactively responded to a violent domestic incident after scanning neighboring agency radio traffic. Officers learned through the Pecos Valley Regional Communications Center (PVRCC) of a woman calling 911, stating her ex-boyfriend was attempting to kill her and had pulled a knife. During the open 911 call, the suspect could be heard threatening to kill the victim and yelling at her for calling law enforcement. PVRCC tracked the phone via rapid SOS and relayed information, that the vehicle was traveling north on U.S. 70.
NMSP officers quickly located the vehicle off a dirt road near U.S. 70 and conducted a high-risk stop. The suspect, 59-year-old Odis Ray Cloud, was taken into custody without further incident. The female victim was located in the vehicle, and brought to safety by NMSP officers.
Initially, the victim reported that another male had been involved and had fled the scene before officers arrived. However, while the 911 call remained open, PVRCC dispatchers heard Cloud instructing the victim to make up a story because he did not want to go back to prison. Through thorough investigative efforts and rapport built by NMSP officers, the victim later admitted the story was false and confirmed that Cloud was the perpetrator.
Following the investigation, Cloud was arrested and booked into the Chaves County Detention Center on charges of Kidnapping, Aggravated Battery (Against a Household Member), Interference with Communications, Intimidation of a Witness, and DWI.
