The town of Bayard held a special meeting March 27, 2025. Attendance included Mayor John L. Ojinaga, Pro Tem Eloy Medina and Councilors, Frances Gonzales, Eloy Gonzales and Gilbert Ortiz. Martha Salas, city clerk, also attended.
New business
The council approved the ICIP (infrastructure capital improvement plan). Salas said this had been necessary to apply for funding assistance to the New Mexico Interstate Stream Commission (NMISC) for funding from the New Mexico Unit Fund. It will be to do an asset management plan for the water system and PER (preliminary engineering report) for water system improvements.

The Village of Santa Clara held a regular meeting March 27, 2025. Mayor Arnold Lopez called the meeting to order. Mayor Pro Tem Albert Esparza an Trustees, Peter Erickson, and Ralph Trujillo attended. Olga Amador didn't attend.
Mayors report
Lopez said they had been able to have the wells working again in Hanover. Another contractor had gone out along with Matt Dement of Dement Electric and they had fixed it. They still will need to do some more work on the chlorinators.

Public Input
A resident came to speak to the board on behalf of some of his neighbors. They live at the end of Empire Street. The city had put in a new water supply line for the double wide mobile home being set up. The area needs to be cleaned up a bit so the water drainage trench will continue to allow water to flow out. He said some other neighbors had been going to attend to bring up the same matter but had not.
HIGH WIND WEATHER ADVISORY:
Weather Advisory exist throughout Hidalgo and Luna Counties, visibility is low in areas due to blowing dust. High profile vehicles please use caution. The NMDOT will continue monitoring the roadway. This event will be updated as conditions change.
(Albuquerque, NM) – To protect customers and communities, PNM is changing system settings on parts of its system where there is an elevated wildfire risk in response to Red Flag Warnings issued by the National Weather Service.
The enhanced system settings mean an increased chance of extended, weather-related outages today through Sunday, April 13 while the Red Flag Warnings are in effect. These settings cause lines to automatically de-energize when strong winds cause debris, trees, or wildlife to contact lines, reducing the chance of igniting a fire.
The enhanced system settings will be in effect today through Sunday in the following areas:
CRITICAL FIRE WEATHER CONDITIONS FOR SOUTHERN NEW MEXICO ON SATURDAY AND SUNDAY... .Upper level ridge will flatten on Saturday and Sunday as an upper level trough races across the Northern Rockies. As a result, the mid to upper level pressure gradient will tighten across the region, orientated from SW to NE inducing SWerly flow aloft. This will ultimately promote daily afternoon/evening occurrences of lee-side low development over the Front Range and sufficient surface troughing across New Mexico. Thus, increasing surface and low-level winds across the area. This coupled with very low Minimum RH values and dry fuels will promote Critical Fire Weather conditions this weekend.
